Florida Transportation Commission [EPCC]; requires Fla. Transportation Commission to monitor transportation authorities & conduct periodic reviews of each authority; prohibits member of commission from entering into day-to-day operation of monitored authority; requires that salary & benefits of executive director of commission be set in accordance with Senior Management Service. Amends 20.23.
