Transportation [EPCC]; requires Fla. Transportation Comm. to monitor transportation authorities & conduct periodic reviews of each authority; provides for M.P.O.'s to participate in FRS; authorizes establishment of study to evaluate benefits & barriers of establishing regional multimodal transportation concurrency district; authorizes DOT to provide funds for certain general aviation projects; defines term "wall mural", etc. Amends FS.
