Death Penalty Reform Act; prohibits certain public defenders from representing certain persons sentenced to death; provides for notification of Fla. Supreme Court & appointment by court of another public defender; revises definition of "active"; reenacts & amends provision re capital postconviction public records production; revises criteria for determining full pleading of capital postconviction action, etc. Amends FS.
