Community Development Districts [RPCC]; revises definitions re community development districts; specifies requirements for adoption of certain rules by Fla. Land & Water Adjudicatory Commission; revises provisions for determining certain voting units for landowners within district; requires districts to publish notice of qualifying periods for elections; revises timeframes & requirements for preparation of proposed district budgets, etc. Amends Ch. 190.
