State Information Technology; creates Agency for Enterprise Information Technology within Governor's Executive Office; provides for executive director to be chief information officer of state & executive sponsor for all enterprise information technology projects; specifies duties & responsibilities of agency, which include defining architecture standards for information technology & developing strategic enterprise info. technology plan, etc. Amends FS.
