Public Broadcasting System for State [SPCC]; requires that system support certain radio & television stations that are licensed by Federal Communications Commission as full-power, noncommercial educational broadcast systems; authorizes DOE to provide funding for stations that are licensed as noncommercial educational. Amends 1001.26.
