Sale of Dogs & Cats [RPCC]; redefines term "pet dealer" for purposes of provisions authorizing purchaser to return animal to pet dealer & receive refund, exchange animal, or reimbursement of expenses; authorizes DOACS to enforce statutory provisions re sale of dogs & cats; provides powers & duties of DOACS; provides for adoption of rules; provides penalties. Amends 828.29. APPROPRIATION: $82,669.
