Payment Card Transaction Exactions; authorizes certain dealers to take credit for taxes paid on percentage of tax not reimbursed to dealer as result of issuer fees or deductions; specifies conditions & amount of credit; provides return requirement; exempts locally imposed & self-administered convention development taxes, tourist development taxes, or tourist impact taxes. Amends 212.17.
