Ad Valorem Tax/Valuing Property [RPCC]; constitutional amendment to provide for assessing at less than just value the replacement homestead property of person whose previous homestead property was taken through eminent domain if claim of homestead exemption on replacement property is made within specified time, if assessed value of new homestead equals or exceeds assessed value of previous homestead, etc. Amends s. 4, Art. VII.
