Parole Commission [LPCC]; clarifies powers & duties of commission; revises certain requirements of Conditional Release Program Act; authorizes conditional release for certain sexual predators; specifies authority of certain officers to execute warrants for arrest of offender who violates conditions of release; provides conditions under which parolee may be taken into custody without warrant, etc. Amends 775.21, 947.13,.1405,.141,.22,.23.
