Dependent Children [SPCC]; redefines term "harm" to provide that mother harms her child's health or welfare by using controlled substance during pregnancy without regard to whether using said substance adversely affected child; reenacts provisions re child abuse prevention training in district school system & grounds for appointment of guardian advocate, respectively, to incorporate amendments made in references thereto. Amends 39.01; reenacts 39.0015(3)(b),.828(1)(a).
