Medicaid Managed Care Pilot Program [SPCC]; requires AHCA to develop methodology for calculating risk-adjusted capitation rates based on comprehensive encounter data; requires that specified criteria be met prior to implementation of methodology; provides for use of interim risk-adjusted methodology; provides phase-in schedule for risk-adjusted methodology for participating managed care plans; provides payment rate for noncontracted providers, etc. Amends 409.91211.
