University Education Accountability [SPCC]; requires Board of Governors of State University system to adopt guidelines for state university education accountability reports; requires board of trustees of each state university to adopt criteria for measuring university's effectiveness in educating undergraduate & graduate students; requires reports; requires OPPAGA to study feasibility of establishing 12th state university & of establishing an on-line state university.
