Underage Drinking [EPCC]; requires completion of responsible-vendor training program for all employees, all managers, & certain licensees who sell, prepare, dispense, serve, or otherwise deliver alcoholic beverages during course of employment; provides that program may be conducted by vendor or approved & certified responsible-vendor training provider; requires Alcoholic Beverages & Tobacco Div. to approve & certify providers of said training, etc. Amends FS.
