Department of Public Safety [LPCC]; creates said department; transfers FHP from HSMV to DPS; transfers Boating & Waterways Section of FDLE of FWC to DPS; transfers certain law enforcement officers within FWC to DPS; provides limit on number of such sworn law enforcement positions transferred; provides for duties, powers, & organization of Fla. Marine Patrol; provides for uniforms, emblems, & distinctive colors for patrol, etc. Amends FS.
