Impaired Practitioners/Treatment [SPCC]; revises requirements for program consultants; requires consultants to provide treatment services for all health professions & occupations students alleged to be impaired; provides limited sovereign immunity for certain program consultants; requires Dept. of Legal Affairs to defend actions against program consultants. Amends 456.076.
