Health Insurance Policies [EPCC]; provides policyholders with right to designate at least one secondary addressee to receive notice of cancellation or nonrenewal for nonpayment of premium; requires insurers to notify policyholder of his or her right at least once every 2 years; provides for waiver of right; provides requirements for delivery of notice of cancellation or nonrenewal; defines term "cognitive impairment", etc. Amends 627.6043.
