Child Care/Quality Rating System [SPCC]; establishes Florida's Sunshine State Stars Quality Rating System, a voluntary rating system, in AWI; provides quality rating requirements for early learning programs, child care facilities, & facilities participating in Voluntary Prekindergarten Education Program; establishes voluntary pilot program in specified counties; provides financial incentives for advancement in quality rating, etc. Creates 402.3012. APPROPRIATION: $25,000,000.
