Automated Teller Machine Transactions [EPCC]; authorizes machine owners or operators to impose access fees or surcharges for machine use; provides fee or surcharge disclosure requirements; provides certain agreement prohibitions re machine access fees or surcharges; provides construction re certain fee-free or surcharge-free network agreements. Amends 655.966.
