JOINT RESOLUTION by Baker

FWC Rule Challenges [RPCC]; constitutional amendment to require FWC to provide in procedures of commission rule challenge process for persons affected by existing or proposed commission rules, to require that burden in rule challenge shall be on commission to show by preponderance of evidence that rule is supported by competent & substantial evidence & that evidence demonstrates rational basis for rule, etc. Amends s. 9, Art. IV.
