Commission for Independent Education [SPCC]; provides for commission to be separate entity not subject to control of DOE; increases membership of commission & revises qualifications; removes certain powers from executive director; deletes requirement that commission submit rules to State Board of Education for approval or disapproval; requires chief financial officer of DOE to pay out moneys as directed by executive director, etc. Amends 1005.21.
