Tobacco Tax Assessments [SPCC]; revises amount of excise or privilege tax on cigarettes; revises manner in which collections received from said taxes are paid into various trust funds; provides for additional amounts to be deposited unto Alcoholic Beverage & Tobacco TF for use by Fla. Cancer Council; authorizes use of net cigarette tax collections to secure financing for capital projects, etc. Amends 210.01,.02,.18,.20, 381.921; creates 210.202.
