Collective Bargaining Impasses/Sheriff [RPCC]; defines board of county commissioners as "legislative body" re collective bargaining involving employees of sheriff; precludes sheriff from presiding over certain impasse proceedings; authorizes sheriff to declare impasse or be party in impasse proceedings. Amends 447.203,.403.
