Death Penalty [LPCC]; prohibits certain public defenders from representing defendant sentenced to death on direct appeal; requires court to appoint public defender from another circuit for direct appeals; reenacts specified provisions re duties of capital collateral regional counsel & registry of attorneys applying to represent persons in postconviction capital collateral proceedings & grounds for death warrant & limitations of actions, etc. Amends & Reenacts FS.
