Seaport Security [LPCC]; requires FDLE to brief specified officials concerning results of unannounced seaport inspections; requires board members of governing authorities having responsibility for seaport operations or oversight to attend briefings; provides for removal from office of members having two unexcused absences; provides for fine against authority for missed sessions; requires that quorum of board be present for briefing to be conducted, etc. Amends 311.12.
