Florida Self-Directed Care Program [SPCC]; requires DCFS to offer Fla. Self-Directed Care program in districts that provide certain mental health services; provides legislative intent re funding; requires independent financial agent to pay for certain services; defines term "independent financial agent"; authorizes transfer of certain funds; provides rulemaking authority; requires annual evaluation of program; revises provisions re expenditures, etc. Amends 394.9084.
