Charity Thoroughbred Horse Racing Days [EPCC]; authorizes thoroughbred permitholder to conduct one additional charity day to provide for care of retired thoroughbreds; requires proceeds to be used pursuant to agreement entered into by certain parties. Amends 550.0351.
