Exceptional Student Evaluation/Parent Information [SPCC]; requires that parents be provided full information re student evaluation & treatment before giving parental consent; requires DOE to provide informed-consent form to obtain parent's informed consent; redefines term "psychotropic medication"; revises provisions re administration of said medication in public schools; requires parental consent for psychological screening, etc. Amends 1003.57, 1006.0625.
