Tuition Rates/Baccalaureate Degree [SPCC]; requires students to pay 50 percent more than actual cost per credit hour for credit hours in excess of specified number for community college credits & for overall credits applied to baccalaureate degree; excludes certain credit hours from calculation of hours required to complete degree; provides for notification of students by postsecondary institution; requires OPPAGA to provide report to Governor & Legislature, etc. Creates 1009.286.
