Motor Vehicle Owners' Right To Repair Act [EPCC]; requires manufacturer of motor vehicles to provide certain information with regard to repair, service, or diagnosis of motor vehicle to owner of motor vehicle or repair facility of owner's choosing; provides requirements for information to be provided to owner of motor vehicle or independent vehicle repair facility; provides that act does not require disclosure of trade secrets; requires HSMV to adopt rules, etc.
