City of Key West/Monroe County [OPCC]; changes name of City Electric System to "Keys Energy Services"; revises term for board member representing group I; removes certain residency requirements for senior citizen & disabled veteran discounts; removes surety requirement for contractors improving or repairing electric system; provides that board may accept lowest cost or best bid for construction projects; provides that board shall adopt resolutions setting certain reimbursements, etc.
