Tax Refunds/Hiring Inner-City Youth [EPCC]; creates tax refund program for hiring at-risk, inner-city youth; prescribes method for calculating amount of refund; establishes limits on amount of refunds; authorizes additional refunds for offering employee health insurance; prescribes taxes that may be refunded; provides criminal penalties for fraudulent refund claims; requires DOR to provide Legislature with estimated amount of such refunds; authorizes dept. to adopt rules, etc. APPROPRIATION.
