High School Athletics/Drug Testing [SPCC]; requires Florida High School Athletic Association to facilitate 1-year drug testing program to randomly test certain students for anabolic steroid use; requires schools to consent to provisions of program as prerequisite for membership in organization; requires students & their parents to consent to provisions of program as prerequisite for eligibility to participate in specified sports; provides for repeal of program, etc. Amends 1006.20.
