Financial Impact Statements [LPCC]; requires that, for every amendment to or revision of State Constitution, not merely for amendments proposed by initiative, a separate financial impact statement concerning measure & prepared by Financial Impact Estimating Conference must appear on ballot; provides deadlines for preparing &, if necessary, revises such financial impact statement. Amends 100.371, 101.161.
