Minority Contractors Assistance [EPCC]; creates Minority Contractors Technical Assistance Grant Program to be administered by DMS; requires recipients of said grants to intensify efforts to increase number of minority enterprises in certain construction & construction-related projects; requires each grant recipient to prepare report detailing performance of each minority construction enterprise receiving assistance from recipient, etc. Creates 288.7055. APPROPRIATION: $2,000,000.
