Oil or Natural Gas Drilling; constitutional amendment to prohibit drilling for oil or natural gas within sovereignty submerged lands of state & within 250 miles waterward of coastline to maximum extent allowed by laws of United States & to direct Legislature to enact legislation enforcing this prohibition. Amends s. 7, Art. II.
