Agric. & Consumer Services Dept.; revises requirements for obtaining Class "C" license as private investigator; requires person who conducts Internet-based training or correspondence training for repossessor licensees to have Class "RS" license; revises requirement for testing accuracy of devices used to measure petroleum fuel; prohibits person other than owner or other authorized person from removing gas from liquefied petroleum gas container or receptacle, etc. Amends FS.
