Quality Educator Council within Executive Office of Governor; provides for membership & terms of office; requires council to direct data-collection & analysis initiative; requires that council select demonstration partnerships; requires that initiative & partnerships be used in redesigning state teacher-preparation programs; requires that council provide annual report to Governor & Legislature, etc.
Effective Date: Upon becoming law
