Education; requires every public school to designate lead teachers in certain subject areas to train & mentor teachers at their respective schools; requires school districts to provide written statements re liability insurance coverage; permits district school superintendents to directly dismiss administrative personnel; provides recognition & mentoring opportunities for high-performing principals, etc. Amends FS.
