Gold Star Permitting Program; provides legislative findings & purpose; provides compliance incentives for applicants for renewal of certain environmental permits; provides eligibility requirements for incentives; provides criteria for DEP to consider when considering permit applications & issuing new permits; provides for alternative action by DEP to encourage compliance by permittees & applicants, etc. Creates 403.0874; amends 161.041, 373.413.
