Highway Safety Act; creates said act; provides legislative intent re road rage & aggressive careless driving; revises number of specified acts necessary to qualify as aggressive careless driver; provides specified punishments for said driving; provides that second or subsequent infraction as said driver requires attendance at mandatory hearing; requires HSMV to provide educational awareness campaign, etc. Amends Chs. 316, 318.19; reenacts 316.650(1)(a).
