Campaign Financing/Local Government; defines terms "local government" & "public funds"; prohibits local government from expending, directly or indirectly, public funds to support or oppose issue, referendum, or amendment that is subject to vote of electors; prohibits local government from expending public funds for political advertisement, etc. Creates 106.113.
