Vessels/Sound Devices/Infraction; prohibits operation of soundmaking devices in vessels so that sound produced is audible at certain distance or louder than necessary for convenient hearing by persons inside vessel in certain areas; provides exceptions; provides for citation as noncriminal infraction; provides penalties. Creates 327.651; amends 327.73.
