Department of Interior/FWC; constitutional amendment to create Dept. of Interior to be responsible for conserving & protecting state's natural resources & scenic beauty, including fish & wildlife, except as otherwise provided by law; to create office of Commissioner of Interior, Cabinet office filled by statewide election, etc. Amends s. 11, Art. III, ss. 4 & 9, Art. IV, s. 23, Art. XII; creates s. 27, Art. XII.
