Qualifying Adoptive Parents/Benefits [RPCC]; expands monetary benefit paid to employees who adopt special needs children & children in custody of state to include employees of state universities, community colleges, & school districts; authorizes DCFS to administer program; provides for application & eligibility procedures; transfers resources allocated to provide adoption benefits for state employees from DMS to DCFS by type two transfer, etc. Creates 409.1663; repeals various FS.
