Title Insurance/Rate Deviations; revises requirements, criteria, & procedures for & limitations on petitions for rate deviations or special coverage; provides for determinations of whether certain rates are excessive, inadequate, or unfairly discriminatory; provides requirements & procedures for approving or disapproving certain rates; provides for arbitration & for its effect; provides responsibilities of OIR & insurers; authorizes FSC to adopt rules. Amends 627.783.
