Crime Victim & Witness Compensation; includes additional vehicular homicide offenses within definition of "crime" for specified purposes; provides eligibility for crime compensation for certain witnesses who were victims in another crime or case & whose testimony is proffered under specified provisions; creates "Frank Pacheco Aid to Victims Act"; prohibits depriving person injured by crime of medical treatment with specified intent, etc. Amends Ch. 960; creates 843.21.
