Motor Vehicle Financial Responsibility [EPCC]; requires proof of increased financial responsibility for bodily injury or death caused by owners or operators found guilty of DUI offense or who had license or driving privilege revoked or suspended under specified provision; conforms provisions; prohibits insurer from taking certain actions solely because insured or specified person serves as volunteer driver for nonprofit agency or charitable organization, etc. Amends FS.
