Statewide Cable TV Franchises; cites act as "Consumer Broadband Choice Act of 2007"; prohibits counties & municipalities from negotiating terms & conditions re cable services; deletes authorization for counties & municipalities to award cable service franchises & restriction that cable service companies not operate without such franchise; designates Department of State as franchising authority, etc. Amends Chs. 337, 364, 202.24, 350.81; creates 610.102-.119; repeals 166.046.
