Elections/Candidates; requires name of any person who does not comply with certain candidate qualifying requirements to be removed from ballot; revises deadline by which persons seeking election to certain offices must qualify; adds requirement for qualification as candidate for office re residency; provides penalty for violating provision re campaign contributions or expenditures through campaign treasurers, etc. Amends 99.102,.061, 106.021.
